Oakley was born on June 25, 1865 at Bethnal Green, Middlesex, England and his trade was that of Waiter. He joined the Royal Navy in June 1883, serving during the Eastern African campaign in Wituland. He was discharged as medically unfit on June 17, 1910. Oakley was recalled
