An Owner’s Certificate For Previously Dispossessed Property In Latvia Archive Footnote: Karl-Heinz Weber (January 30The owners certificate is named to Zanis Piksis for property he owns in the town of Aiswicken (present day Aizviu, Latvia) and that had previously been dispossessed by the Soviet government. Due to a law instituted by the German occupying forces in Estonia, Latvia, and Lithuania, dispossessed property is to be given back to their former owners. The certificate was commissioned by the Generalkommissar in Riga, Otto Heinrich Drechsler. It is dated to 1
